Introduction:
Open access provides the non-discriminatory provision for the use of transmission lines or distribution system or associated facilities with such lines or system by any licensee or consumer or a person engaged in generation in accordance with the regulations specified by the Appropriate Commission. With the advancement in technology, the electrical system has become more and more complex and with the implementation of real-time market, it will be difficult to handle large number of open access customers manually. The services to the open access customer can only be provided in efficient manner through automation process using web portal. In order to provide seamless services to the customer, Open Access module is so designed that approval and issuance of NOC and other requirements of customers are fulfilled with open access automated online software module. NOC/consent/standing clearance shall only be issued to the registered state entities only. In case the applicant is not registered with HPSLDC, the applicant need to get them registered with HPSLDC.
Submission of Application by Drawee/ Injector/ Trader for grant of NOC/Consent For Open Access
The registered customer shall fill-up the details of desired information online as per SERC/ CERC regulatory formats for grant of short-term open access.
Open Access (Intra / Inter) state have various subcategories e.g. bilateral (Advance months), FCFS, Day ahead, Contingency), Power Exchange etc. System shall be able to distinguish and categorize applications as per prevailing categories. The in-built system validates the opening / cut-off dates for various types of applications.
An Application for scheduling of Bilateral Transaction/Collective Transaction through Short Term Open Access in the intra-State transmission/distribution system shall be made on the prescribed format to the State Load Despatch Centre. (Format-IV: Application for scheduling of intra-State Short Term Open Access transactions).
The application shall accompany the following fee/self attested documents, as applicable as per provision of clause 4(4.2) of the detailed procedure of STOA in Intra-State transmission/distribution system:
A non-refundable fee of Rupees 5000/- (five thousands only), payable to the Superintending Engineer (SLDC), HP Load Despatch Society, Totu, Shimla-11 through demand draft or electronic transfer. In case of payment through electronic transfer (RTGS/NEFT), proof of having transferred the amount shall be enclosed.
Concurrence/ NOC from the Transmission Licensee and/or Distribution Licensee, as the case may be, on Format-III.
Copy of MoU/Agreement for Sale and Purchase of Power (or reference thereof if the same has already been furnished).
Acceptance of registration/ registration number issued by SLDC.
The details of the connectivity with the intra-State Transmission or Distribution system. Single Line Diagram of the electrical system showing detail of metering equipments installed on injection point(s) and drawal point(s).
An undertaking as per the Format-V.
The copy of the sanction issued by the Distribution Licensee in his favor indicating the sanctioned Contract Demand. In case of the temporary revision of the Contract Demand as per the provisions of the Supply Code, the copies of relevant communications shall also be enclosed. (Applicable only where Short Term Open Access is sought by a consumer of the distribution licensee.)
Functionalities:
Auto detects the application type AD/FCFS/DA/C depending on date range entered.
Allow the copy paste value from excel for time block entry.
Link application with registrations with necessary inbuilt validations
The system calculates fee details along with applications and allow to uploads necessary supporting documents
The system also calculates transmission and or distribution charges and SLDC charges separately.

Approval of NOC/Consent Applications by SLDC
After receipt of applications along-with documents, SLDC processes it as per SERC/ CERC regulatory guidelines.
System validates and process the application as per the allotment priority as stipulated by the relevant SERC regulations and orders for granting permission for short term open access transaction as per availability of transmission Margin for STOA. Also, have the ability to modify ranking / priority by SLDC.
System have in-built validation and escalation mechanism incorporated to ensure that applications are processed by the respective approving authority within the specified time limit in accordance to the relevant SERC regulations and orders.
Approved transactions along with open access charges bill would be communicated to the customers through e-mail / SMS/web-portal for implementation.
The approved transactions details shall be incorporated in day-ahead scheduling in accordance with the provisions of the relevant SERC regulations.
Provision to push Advanced, FCFS applications selecting Date to Web based Scheduling Application automatically.
For Day ahead, Contingency Applications will be Automatically Pushed to Web based Scheduling Application.
Once the codal formalities and documents required for obtaining NOC are completed:
Standing Clearance on Format: PX-1 (As per CERC Detailed Procedure for Scheduling of Collective transactions through RTM ) is to be issued to the State Entities in respect of Collective Transactions.
Open Access (Bilateral Transaction)-Concurrence From SLDC on Format II(As per NRLDC Format) is to be issued to the State Entities in respect of Inter-State Bilateral Transaction.
Standing Clearance/No Objection Certificate on Format VI (Procedure For STOA in Intra-State Transmission & Distribution System approved by HPERC on dated 19.09.2014 as per Regulation 5 of HPERC(STOA) Regualtion,2010)is to be issued to the State Entities in respect of Captive/Intra-State Bilateral Transaction.
Energy Injection Report (EIR) Module
Introduction:
CERC vide No.:L-1/196/2015 has issued procedure “FOR ISSUANCE OF RENEWABLE ENERGY CERTIFICATE TO THE ELIGIBLE ENTITY BY CENTRAL AGENCY”. The procedure implies that an application for issuance of Renewable Energy Certificate shall be made by the Eligible Entity to the Central Agency. The eligible entity shall apply for Issuance of REC on the Web Based Application as per the details given in the Energy Injection Report (EIR issued by the SLDC / Recommendation of SERC for issuance of RECs) and shall also submit the same information in physical form with the Central Agency. In line with the above procedure, HPSLDC is to communicate the EIR to central agency i.e. NLDC for issuance of RE Certificates.
The energy injection by Registered RE Generator for the first month, for issuance of REC, shall be applicable from the date of commercial operation or from the 00:00 hrs of next day of registration of such plant by the Central Agency, whichever is later till last day of the same month. However for the subsequent months, period of energy injection shall be from the first day of the month to last day of the same month. For different billing cycles of RE Generators, Energy Injection Report submitted by SLDC to Central Agency shall be for the complete calendar month. In order to do accounting for the calendar month, SLDCs may calculate on pro-rata basis or any other method deemed suitable by the SLDC, Auxiliary Consumption‟ shall not to be considered for issuance of REC.
The EIR module envisaged under the project has the provision for approval or rejection of the injection report whose details are filled/uploaded by the RE generators by submitting the Power, JMR report and Covering letter etc. The online software module functionalities like enrollment or issuance of EIR is as detailed
Functional Description::
In order to apply for EIR, it is mandatory for the applicant to enroll themselves with HPSLDC.
For availing EIR, applicant can fill the various inputs in the form available in the module. Once, the correct inputs along-with desired documents are given/uploaded by the applicant, EIR application is auto generated by the software.
Based upon the EIR application auto generated/uploaded, Energy Injection Report in Format 3.1 will be sent to NLDC by HPSLDC with copy/download facility to the applicant.
